To a 9x13 inch baking dish transfer your cabbage pieces, spread out the shallot slices, then sprinkle evenly with garlic powder, chili powder, salt and pepper to taste. Pour over the heavy cream evenly and top with the pats of butter. Cover the dish tightly and bake for 45 minutes.
Remove from the oven and mix everything. It might look watery but sauce will thicken. Serve with sauce and extra freshly cracked black pepper.
